Nope, but while he was in office he did a lot to promote it.  Most people credit Tim Berners-Lee as the inventor of the intenet.  In December 1990 he implemented the first successful communication between an HTTP client and server via the Internet with the help of Robert Cailliau and a student staff at CERN ( European Organization for Nuclear Research ).
